Mapped more than 70 institutions and reviewed over 40 existing reports and frameworks to build the first comprehensive view of the system across students, institutions, employers, and regulators.
Global Benchmarking
Analyzed more than 15 higher education systems worldwide, identifying best practice models for governance, funding, and industry linked program design.
Employer and Market Research
Surveyed close to 600 employers across more than 30 industries, finding that the large majority faced real difficulty hiring graduates with the skills they needed.
Gap and Target Definition
Identified eight priority gap areas across governance, data, funding, and employer linkages, then defined updated targets against the regulator’s wider strategy.
